How is this possible, since Medicare is exempted from cuts in the budget reconciliation process used to pass the OBBB? The answer is in a longstanding practice, originally enacted in 1990 and built into the law and congressional rules, that requires pay-as-you-go budgeting—hence, PAYGO.
